Wisconsin DOA directs state suppliers to eSupplier for registration and agency responses; VendorNet also carries UW and participating municipal notices. Use the official guidance linked below for the current workflow. A municipal or school-district buyer may use a different portal. Never assume one registration reaches every public buyer.
A 15-minute bid-or-pass screen
Do this before spending hours writing. A small, repeatable service you can staff is usually a better first target than a large package with unfamiliar obligations. Record the solicitation number and decision so you can learn why you passed.
| Question | Evidence to find | Stop if… |
|---|---|---|
| Can we perform the whole required scope? | Specifications, locations and exclusions | A mandatory service is outside your competence |
| Can we meet timing? | Site visit, question deadline, submission time, start date | A required visit already passed |
| Can we finance delivery? | Payment terms, payroll/material lead time, retainage if any | Cash runs out before expected payment |
| Can we qualify? | Insurance, bonding, credentials, references | A mandatory requirement cannot be met |
| Is the route viable? | Travel, access windows, equipment logistics | Your schedule depends on impossible travel |
Read the package in a useful order
- Save the official solicitation, attachments and every issued amendment.
- Identify required submission method, deadline and time zone before reading pricing details.
- List mandatory conditions separately from scored preferences.
- Translate specifications into tasks, quantities and staffing. Flag ambiguity for the designated buyer.
- Price the required format without altering restricted forms.
- Ask questions through the stated channel before its cutoff; keep written answers.
Build a response the buyer can evaluate
Use the buyer’s section order. For each requirement, point to an answer or attachment. A short compliance matrix is more useful than a broad sales brochure. Explain who performs the work, how quality is checked, and how an absence or equipment failure is covered. Give references only with permission.
For an illustrative custodial bid, separate routine visits, periodic floor work and consumable replenishment. If a price sheet combines them, reconcile your internal estimate to that format; do not submit an alternate scope the buyer did not permit. Confirm tax handling rather than silently adding or omitting it.
School districts and local purchasing
Start from the district or municipality’s official website and locate its purchasing/business-services office. Ask where it posts solicitations and how vendors receive updates. Read requirements for campus access, background checks, working around students, seasonal shutdowns and security. These vary by buyer; a general state guide is not a district policy.
Avoid preventable rejection
Leave time to upload attachments and confirm receipt before the deadline. Check signatures, amendment acknowledgments, insurance evidence and price-sheet math. Do not send an unsolicited revision after closing. After the decision, use any permitted debrief process to learn what to improve.
Government contracting can introduce obligations beyond ordinary private jobs. Ask Wisconsin Procurement Institute for help interpreting the process; obtain qualified review of unfamiliar contract, bonding or liability terms.
Common questions
Is vendor registration a contract? No. You must still satisfy the buyer’s process and receive an award or authorized purchase.
Does this directory show live jobs? No. It links to verified official resources. Open the source to check notices, dates, amendments and award status.
Can a new business bid? Potentially, if it meets every mandatory requirement. Prior experience, bonding and references can limit which opportunities fit.
Make your next step easy to find
Give purchasing teams an accurate page showing your services, coverage, authorized project examples and contact person. A website supports verification; it never replaces a compliant bid.
