Official Rules

Tech Turtle Small Business Growth Grant Program — 2026. Please read these rules carefully before applying.

Effective August 20, 2026

Summary: No purchase is necessary to apply or to receive an award. Awards are provided as in-kind services (not cash). Recipients are chosen through a competitive, criteria-based review — this is not a sweepstakes, raffle, or random drawing. This program is privately funded by Tech Turtle Marketing LLC and is not affiliated with any government agency.

1. Sponsor

The Tech Turtle Small Business Growth Grant Program(the “Program”) is sponsored and administered by Tech Turtle Marketing LLC(“Tech Turtle,” “we,” “us”), Office@JustTechTurtleIt.com, (715) 409-8775. The Program is privately funded. It is not a government program and is not affiliated with, endorsed by, or sponsored by the U.S. Small Business Administration (SBA), the Wisconsin Economic Development Corporation (WEDC), or any government agency.

2. No Purchase or Payment Necessary

No purchase or payment of any kind is necessary to apply for or to receive an award. There is no application fee. Making a purchase from Tech Turtle or LeadRilo will not improve an applicant's chances of being selected.

3. Eligibility

To be eligible, an applicant must:

  • Operate a legitimate small business
  • Primarily serve customers in Wisconsin
  • Have an active Wisconsin business presence
  • Be able to demonstrate a genuine business need
  • Have authority to apply on behalf of the business
  • Be willing and able to participate in implementation if selected

Employees, contractors, and immediate family or household members of Tech Turtle are not eligible to receive an award. Applicants must be at least 18 years old and have authority to apply on behalf of the business.

4. Program Period & How to Apply

Applications for the 2026 Program open on September 1, 2026 and close on October 31, 2026 (11:59 PM Central Time). To apply, complete the official application at the application page. Applications received outside the program period may be considered with the current or next cohort at Tech Turtle's discretion. Incomplete, inaccurate, or fraudulent applications may be disqualified.

5. Awards

Up to 9 Wisconsin businesses will be selected for the 2026 Program. Awards are provided as in-kind services with a combined total retail value of up to $50,000 across all recipients:

  • Grand Growth Grant 1 recipient, up to $10,000 in retail service value each.
  • Digital Growth Grants 4 recipients, up to $5,000 in retail service value each.
  • Lead & Technology Growth Grants 4 recipients, up to $5,000 in retail service value each.

Stated values are ceilings representing the retail value of services; the actual scope of services provided to each recipient is determined by that business's needs and Tech Turtle's reasonable assessment. Awards have no cash value, are non-transferable, and cannot be exchanged for cash. Recipients are responsible for any taxes that may apply to the value of in-kind awards; Tech Turtle may be required to issue tax forms where applicable.

6. Selection Process

Applications are reviewed by a Tech Turtle review committee and scored against the following weighted criteria:

  • Potential Business Impact (30%) — How meaningfully the awarded services could improve the applicant's growth, visibility, and results.
  • Demonstrated Need (25%) — A clear, genuine need where Tech Turtle and LeadRilo services would make a real difference.
  • Community / Local Economic Impact (20%) — The applicant's contribution to their Wisconsin community and local economy.
  • Clarity of Growth Plan (15%) — How clearly the applicant articulates their goals and how they would use the services.
  • Ability to Implement & Benefit (10%) — Capacity to participate in implementation and benefit from the awarded services.

Selection is competitive and based on merit. This is not a game of chance. Tech Turtle may contact applicants to verify information before finalizing recipients. Tech Turtle's selection decisions are final.

7. Notification & Implementation

Selected recipients will be notified using the contact information provided in their application and are expected to respond within a reasonable period. If a selected applicant cannot be reached, declines, or is found ineligible, Tech Turtle may select an alternate. Recipients are expected to participate in reasonable onboarding and implementation for their awarded services.

8. Publicity

By accepting an award, recipients agree that Tech Turtle may reference the recipient's business name and general nature of the work in program materials. Any use of a recipient's detailed story, quotes, logo, or images will be done only with the recipient's separate permission.

9. Privacy

Information submitted through the application is used to administer the Program (reviewing applications, verifying eligibility, selecting recipients, and communicating with applicants). We do not sell application information. See our Privacy Policy for details. Applicants may opt in to receive additional Tech Turtle communications; opting in is not required to apply or to be selected.

10. General Conditions

Tech Turtle reserves the right to modify, suspend, or discontinue the Program, or to update these rules, where reasonably necessary, with notice posted on this page. The Program is void where prohibited. Nothing in these rules creates an obligation for a recipient to purchase any product or service from Tech Turtle or LeadRilo.
